SUMMARY:

Since the colonial period, Brazil has been developing various types of mining in its territory. In the beginning, the interest in precious stones and in the extraction of gold motivated large investments and migratory flows in different areas of the country. Since the 1960s, with the discovery of iron ore reserves in the Carajás region, in the Brazilian Amazon, there was a need to think of an extraction model that would add both economic efficiency and environmental preservation. With the advances in the discussions and concepts of sustainability, mining in Brazil and especially in the Amazon needed to start working in a more sustainable way where, in addition to generating wealth and environmental preservation, there is also a concern to mitigate social liabilities intrinsic to mining, such as, for example, rapid population growth. A break in economic dependence on the foreign exchange generated by mining is the biggest challenge to make mining territories more sustainable, which is the problem of Parauapebas, a city in the southeast of the state of Pará, in the Brazilian Amazon, which in the last decade had more than 70% of its GDP from the mineral industry. Some initiatives for economic diversification have been carried out in recent years, with agriculture as the main alternative since it is an activity with a longer life cycle than mining, capable of generating wealth and still meeting the growing demand for food in the city. However, what was seen in practice was that the large public and private investments made in the rural area of the city did not convert into production gains and agricultural modernization, since, with the exception of soy, a crop linked to export agribusiness and not the production of staple foods, no agricultural product of Parauapebas had statistically significant growth. This scenario means that producers are not competitive even to meet the current market structure of the city, which has a large purchase demand from national wholesalers and retailers who end up looking for products in other cities. Although the population itself recognizes agriculture as the best alternative for economic diversification, it is necessary to improve the management of productive projects in the rural area to solve problems that today impede the progress of the activity, such as the low organization of producers, a culture of dependence on donations from the private initiative and public power and accommodation of producers, mainly motivated by the lack of mechanisms for charging for the productive results of the implemented projects.
